I'm afraid not. This competition is basically for all non-villain anime/manga characters. It's called a "protagonist" tournament just because I didn't think "heroes" or "good guys" were appropriate labels to encompass the broad variety of characters that'd be in the competition.

With Bardock, while he performs villainous actions, I do think that he eventually redeems himself by trying to save planet Vegeta in the TV special, whereas in the manga he clearly becomes a good guy at the end of his story, so that's how I justify him.
