Greatest Villain Tournament 2014 Edition: Nomination Thread

Guys, I've given it some thought and I've decided to lift the ten nomination per user limit. Go nuts.
As for Johan, since he won last time, I've decided by dictatorial fiat to exclude him from this tournament.

Oh, and here are my first choices:

How do you guys whose identity as a villain is a spoiler? I can think of a few like that I'd want to nominate, but I don't want to risk ruin it for those who are not familiar with the book/movie/etc they're from.

Correct me if I'm wrong (it's been awhile since I last watched or read any Trigun) but, aside from some differences in the story between the manga and the anime , aren't these two the same character with the same personality and goals?

Legato in the anime is emotionless and calculating and only cares about the singular goal of making Vash suffer. Legato in the manga is obsessed with Knives to the point of insanity, and his raison d'etre is more to prove his loyalty and worth to Knives than making Vash suffer, though that is, for the most part, his means to that end.

Manga Legato acts completely different from anime Legato in their characterizations. Anime Legato is dignified, always in control of himself and what he's doing. Manga Legato, however, is unstable, and often does things spontaneously out of his fanaticism. He is far from the cold, intimidating figure of his anime counterpart, and is in many ways a sympathetic character, which his anime counterpart is far from being.

Does Saito really count as a villain? The only time he was in an antagonistic role was in the beginning of the Kyoto arc, and that was just to test Kenshin's skills.

My defense: Saito counts as a villain from up to the point where his Kenshin fight is stopped. Saito stopped following orders when his fight with Kenshin got heated and he wanted to do was kill Kenshin. I'm also not sure if they told him to severely injure Sano. In fact, I believe the only explanation for that was Saito saying he wanted to hurt Sano to show that he would slow down Kenshin when Himura goes after Shishio. I also think his episodes before they go to Kyoto are the absolute best part of the anime.

Going by that logic, he's rather weak as a villain then. In that time we. Barely get to learn anything about his character other than him being an old enemy of Kenshin who's just as skilled as him. When he's an ally to Kenshin in the rest of the series, we get to learn more about his character, and he's a bad-ass, but also clearly not a villain by that point. In any flash-back scenes, he's simply fighting on an opposing side, but once again he's not portrayed as a villain due to his honor code and how in a war there really are no good guys or bad guys.

For the very short time he's portrayed as a villain, it's actually probably when he's least interesting as a character, IMO. Also, despite temporarily losing control, he still was acting under orders from a government official, so it's not like he was operating outside the law or anything of that nature.
