Freeze - I'm not 100% sure, but I think this guy was the first sympathetic villain I saw in a cartoon. Heart of Ice is one of the best episodes of a great series.

I love to hate the GOT villains, but Cersei has always fallen into a weird place among them, to me. She lacks the wit and sharpness of her father Tywin, while also not being as bat-shit insane as Ramsay or her son Joffrey. Thus, I find her to be the least compelling of the main villains, but she is still a well-written character.

My Votes:

Woundwort - Sure, Woundwort was a monster, but credit where credit is due; he was also one of the most badass villains I've seen in literature and animation.
Pericles - Best Scooby Doo villain ever. This evil genius parrot was introduce in a scene which paid homage to Silence of the Lambs and he only got creepier and creepier as Mystery Inc. progressed. Easily my favorite character in the show.
