Zuko - Arguably the most well-developed character in Avatar, seeing what the decisions he would make and what path he would take was always interesting.
Xayide - It's been a long time since I last read The Neverending Story, but I do remember her being a very effective and manipulative villain.

Dudley Smith - Ah, the epitome of the corrupt cop. With his falsely jovial personality and penchant for manipulation, Dud Smith is the devil-figure of James Ellroy's books, making pretty much every other character to appear in the L.A. Quartet seem less evil by comparison. One of the greatest villains in literature.
Seta Soujiro - Probably my favorite of Shishio's followers.
Wham - My favorite of the Pillar Men.
Joffrey Baratheon - There are smarter villains, there are more charismatic villains, there are certainly villains with more complex personalities. However, for sheer loathsomeness, King Joff is pretty hard to top (well, there's Ramsay I guess..). There are few villains I enjoyed hating as much as this little shit. Well done, G.R.R. Martin, well done.

I'd actually give more credit to Jack Gleeson for Joffrey being so despicable that it's fun to hate him than GRRM in this case. I've read up to the 3rd book, so far, and I was surprised to see that Joffrey had considerably less scenes in the books. He was still a total douche, but I came to realize that his book counterpart almost seemed tame compared to the show, because they really cranked his douchiness up to 11 in the show, and it was really Jack Gleeson's delivery that made you really want to punch that little shit in the face.

Conversely, I find Ramsay to be way more despicable in the books (at least to the point where I'm at) than he is in the show, and a large part of that has to do with how they cut out his back-story from season 2 of the show. He's still detestable enough in the show, but to me, his portrayal in the books make him a far more vicious and evil character than even Joffrey.

True, Gleeson was excellent in the role and I have a feeling that he will always be associated with Joffrey, just like we associate say, Sean Connery with James Bond.
