My votes:

Olrik: Granted, he's suffered massively from villain-decay since the original creator died, but I will always have a soft spot for the guy. Olrik is pretty much the definitive example of the classic master-villain who always seem to perish at the end of each adventure, only to inexplicably re-appear again, no worse for the wear. The mystery that surrounds the character, such as the fact that his real name (Olrik is most certainly an alias) and nationality remains unknown also serve to make him an intriguing villain.

I'll have to pass on the first match, as I'm only familiar with 2 of those villains, and one's from a show that I haven't seen in ages.

For the second match:

The Thing- The John Carpenter version remains to be one of the greatest movie monsters of all time
Hiltz- He's basically the single biggest threat in the entire franchise, and he almost succeeds
Barry Dylan- A really fun character; I loved his episode of trying to rescue Archer in season 2
Red Guy- Incredibly weird, but mostly in a good way
Vilgax- I haven't seen Ben 10

Round 1: Match 19

Kagura - My second favorite character in InuYasha. Kagura's attempts to betray Naraku and become autonomous, secretly assisting both InuYasha and Sesshomaru was always interesting to watch, and her character arc was great as well, becoming a more selfless person over time from Sesshomaru and Kohaku's influence. Her death scene, personally, is one of my favorites in any anime or manga.

Darkseid - He's fucking Darkseid.

Gin - One dangerous bastard you really don't want to mess with.

Renkotsu - An interesting, sneaky character who was willing to betray his own group in order to secure power exclusively for himself.

Olrik - Haven't seen or read Blake and Mortimer.

Round 1: Match 20

The Thing - One of the best monster characters ever...from what I've heard.

Vilgax - Probably the most conisistently good thing in the Ben 10 franchise (Omniverse is the only one of the shows that I think is really good, personally).

The Red Guy - Crazy weird, crazy hilarious.

Barry Dylan - Always fun to see, though his later appearances were rather lacking.

Hiltz - Haven't seen Zoids.

Francis Urquhart: Good old FU, one of the finest villain-protagonists ever. Oh, how fun it was to watch him scheme, connive and murder his way to power. The epitome of the corrupt politician? As the man himself would say: "You might very well think so, I couldn't possibly comment."
