By most of the NG fans, yes. DOA fans don't care because most of them liked DOA5, even though Hayashit had nothing to do with it (he was directing NG3 with half of the team, while the other half was assigned to DOA5).

Since I've finally played all the classic-style Mega Man games, I can now rate them accordingly. Roman numerals represent the Game Boy games.

Top Tier (Excellent games that should not be missed)
Mega Man 3
Mega Man 2
Mega Man 9
Mega Man V
Mega Man IV

High Tier (A hair short of the others, but still well worth playing)
Mega Man 7
Mega Man

Mid Tier (Really solid platformers with a lot of highs and few lows)
Mega Man III
Mega Man 5

Mid-Low Tier (Mixed experience, but enough good stuff worth playing through)
Mega Man & Bass
Mega Man 10
Mega Man 8

Low Tier (Uninspired with a few bright spots)
Mega Man 4
Mega Man: Dr. Wily's Revenge
Mega Man 6

Bottom Tier (Not good no matter how you slice it)
Mega Man II

Your mileage may vary, but all in all, it's a fairly strong bunch of games. If you're a fan, you'll probably get something out of every game- though everything Mid and above should be played if you're a platformer fan.
