Souther - Favorite Hokuto villain.

Heisenberg - He is the danger.
Edmund - What a bastard.
Pantyhose Taro - Perhaps my favorite major villain in Ranma 1/2. I especially liked the twist that he enjoys his cursed form and that his grudge against Happosai stems not from being baptized in a cursed spring, but from the latter giving him a ridiculous name.

souther - good man, pharass. souther is my favorite fotns villain as well. i can't think of any villain with a backstory that makes sense of just about bad thing he has ever done. plus, the flashback was short and the most important part is a few lines. definitely up there with toguro's and sensui's. vicious, godzilla, obrien and shampoo. match 72: sinistro, walter, taro, welfin and edmund.

Al Swearengen - One of the greatest characters in Television history, if you ask me.
Norman Bates

Handsome Jack - I've heard of him, but haven't played  the Borderlands games.

Judge Holden - In a book filled with evil-doers, Holden towers above them all. The other members of the Glanton-Gang are recognizably human, but the Judge comes of as a force of nature or a god from ancient myth, toying with the lowly mortals, inciting them to acts of violence and warfare, simply because it amuses him to do so. One of the most frightening villains I've ever encountered in fiction.
Sakyo - In a way, I always thought of Sakyo as the Lex Luthor of Yu Yu Hakuso. He has no special powers, nor does he display any fighting-abilities, but he still manages to cause trouble for the heroes with his schemes and resources. Plus, he's a member of the Black Black Club, which means he indirectly had a hand in Sensui's fall-from-grace as well.
