Colonel Bozzo - One of the first criminal masterminds in literature (he predates Moriarty by thirty years) and one of the best; a centenarian man who rules over an organization of cutthroats and villains through superior intellect and sheer force of personality. A great villain who deserves to be more well-known.
Napoloeon - Because all animals are equal but some are more equal than others.

Shaiapouf- Personally my least favorite or the Royal Guards, but still interesting as a character
Kimblee- Eh, other than being psychotic, I never found him to be that interesting
