Pretty much. If you skip all the cutscenes, it's actually a very good game. The bomb defusal and Fatman/Solidus boss fights are just awful, though.

Oh, and the swimming sections. And the sniper bit. MGS2 has a lot of bad set pieces...

Dr. Ensatsu-ken

Fatman was my favorite part of the game because he's a fat guy on roller-skates that the game treats as a legitimate villain and has the characters take him super seriously. It was the epitome of how stupid the writing in this game was, and it actually made me laugh my ass off while simultaneously ensuring that I'd steer clear of MGS games for years to come.

You can of course see why MGS2 is not the ideal game in the franchise for newcomers to start off on.

Oh God, that shit....

And then Vamp killed Otacon's sister anyways, rendering the entire escort mission pointless (which also reminds me of how much I hate escort missions). Now I'm clearly starting to remember why I hated this game so much, and worst of all is that it was my only impression of the MGS franchise at the time. I just assumed that the whole series was as bat-shit insane as this game.

To be fair... MGS2 didn't treat itself seriously at all. It was intentionally a lot sillier than MGS1 (which wasn't even as serious as people made it out to be). I'm not saying it's good direction because I don't think it is, but it is a fairly intentional direction.

MGS4 tried to damage control to clean up and explain a lot of the silliness from MGS2, but in the process it looked pretty stupid in its own way (not as stupid, though).

I still think it suffers because of a boring setting, constant backtracking through that same boring setting with no level variety, weak bosses, and weak characters. The soundtrack also isn't nearly as good as MGS1, 3, and 4. And, of course, the water and escort sections.

Now just imagine if you came off the first game which, while a certain level of over the top, kept it rather reigned in and just engaging enough. You see a teaser at the end of that game and assume (because why shouldn't you?) that the next game will be a follow-up to this game.

Popping in a disc labeled Metal Gear Solid 2 which should be a sequel to Metal Gear Solid.

Then you see a fat guy on roller skates and a vampire dancing on water.

Well, there are always all sorts of hurdles when adapting things into film. I'm not about to excuse MGS2's silliness but I'm not so sure it's the reason here.

I'm not solely blaming the game, but the fact that the series fell pretty far in popularity from where it was in the PS1 days. It was only last gen with MGS4 and Peace Walker where it started getting mainstream attention again (and in the latter's case only with fans) probably because of its technical achievements and closing up the story sort of.

I hope MGS5 is great and the ultimate Metal Gear game to close up the series. I certainly don't want it to flop since it's certainly going to be the last game in the series.

MGS1 was also a brand new thing when it first came out, so I think that may have contributed to its recognition a bit. We hadn't seen anything like it in games before.

Oh, he was hilarious from a story and character design standpoint. His fight, though...

Unless the MGS1 demo counts, I was a newcomer with 2. I honestly think that fans of the previous game(s) have a harder time liking MGS than any new fans. I had little problems with the game outside of the swimming sequences. I genuinely love the game.

I'd also like to mention that the Tanker portion, which everyone liked, contains one of the dumbest moments in the whole game, which is the reveal of a dead person mind controlling someone else by having their arm attach to that person.
